Consultation on the discussion paper has now closed.

Consumer protection is at the heart of the Queensland Home Warranty Scheme (the Scheme).

A key focus of the review is about making sure it continues to provide appropriate consumer protection, while also balancing the needs of consumers and industry.

About the review

The discussion paper includes proposals for further investigation. They are not government policy, rather they are designed to guide discussion and encourage ideas to improve the Scheme.

The proposals are grouped into 6 key themes:

  1. Comprehensive, contemporary coverage – the scope for the Scheme should be fit-for-purpose, contemporary and responsive.
  2. Affordable risk-based premiums – the Scheme should ensure equity and affordability.
  3. Adequate and flexible compensation limits – the Scheme should offer adequate and flexible insurance coverage and reflect prevailing market conditions.
  4. Effective and efficient processes and time limits – administrative processes should be streamlined and efficient to support consumers, industry and the QBCC.
  5. Empowered consumers – consumers should be properly informed before they sign a contract to build, renovate or repair a home.
  6. A modern and responsive Scheme – consumer protection should reflect changes in the style of modern building designs and living.

What happens next

We want to make sure the Scheme supports consumers and continues to deliver appropriate cover balanced with affordable premiums. We want to ensure the QBCC can administer the Scheme efficiently and that processes are fair and transparent for everyone.

Your feedback on the Scheme and discussion paper proposals will help the Department of Energy and Public Works and the MCC subcommittee develop its recommendations for potential improvements to the Scheme. The MCC and Queensland Government will then consider those recommendations.
